After years of wait and multiple delays, about 19 km of the much-awaited Dwarka Expressway is finally operational. On March 11, 2024, Prime Minister Narendra Modi inaugurated the corridor. Additionally, a host of road blockages, alternate routes and closures were announced at the opening ceremony.
The Northern Peripheral Road (NPR), aka the Dwarka Expressway, was announced in 2007 and was planned to be an 18 km-long signal-free stretch. The project was supposed to be completed by 2012, but various land acquisition hurdles delayed the progress. Though the 14 km of the original 18 km was completed by 2016, other inexplicable issues, such as tree transplantation, litigation, pandemic-induced lockdowns, and multiple construction bans to curb air pollution, hindered the work. However, over the years, several more routes were planned and approved to the scope of the project, taking its length to the current 29 km.
After many delays that ran over years, construction on the remaining portion of the Gurgaon stretch of the Expressway finally began in November 2019, while construction in Delhi began in September 2020.

Dwarka Expressway: Project overview
- Dwarka Expressway is a much-awaited project of the Haryana Urban Development Authority (HUDA)
- It has been tagged as a major focal point in the Gurgaon-Manesar Master Plan, 2031
- Indian Railways and the Haryana Urban Development Authority (HUDA) have got into an agreement around the construction of a railway over bridge along the project, and an area of one km is allocated for the same

Dwarka Expressway Route: Key Highlights
Considered to be an engineering marvel, Dwarka Expressway comprises many firsts. It is India’s first expressway on a single pillar with several underpasses and service roads along the recently opened 19-km stretch. The project features the country’s longest and widest 16-lane urban tunnel, and at least 1,200 trees were re-transplanted during the construction of the Dwarka Expressway for the first time. Dwarka Expressway starts at Shiv Murti in Mahipalpur, Delhi (20-km mark) and ends at Kherki Daula toll plaza, Gurgaon (40-km mark). Moreover, the newly operational stretch will improve the traffic flow between Delhi and Gurgaon on NH 48. It is expected to cut the travel time for about 90,000 commuters by at least 20 minutes. This 19-km Haryana segment of the expressway has been built at the cost of Rs 4,100 crore.
With the project’s completion, the travel time between Dwarka and Manesar will be reduced to 15 minutes. Similarly, travelling between Indira Gandhi International Airport and Manesar will take 20 minutes. At the same time, Mensar to Singhu border will be a journey of 45 minutes.

Dwarka Expressway: Speed limit
The National Highway Authority of India (NHAI) has assigned a speed limit of 80 km per hour to the 28-km access limit.
Dwarka Expressway: Toll Charges
At a Road Safety Committee meeting on March 24, 2021, NHAI announced that the Dwarka Expressway (and Delhi-Jaipur Expressway) will be India’s first toll-free highway. Therefore, no tolls would be charged from the commuters taking this route

Most of these sectors have witnessed huge price appreciation as the completion date of the Expressway comes closer. Affordable housing projects are also planned here. All these sectors are well-connected to Delhi and Gurgaon via the e-way. Dwarka Expressway: Status flow
March 2019: Foundation stone laid by Union Minister Nitin Gadkari on March 8, 2019. Most of the construction contracts have been already awarded, and the work is expected to begin soon.
August 2019: Package 2 of Dwarka Expressway approved by the Delhi Government, and the preparatory work on Package 2 started.
February 2021: More than half of the construction work completed. More routes proposed and approved; expected to be completed by August 2021.
March 2021: Expressway is expected to be complete by August 2022.
September 2021: The cloverleaf section of the expressway expected to be completed by September 2022.
June 2022: Expected completion of the expressway was slated by early 2023.
August 2023: The Dwarka Expressway is expected to be completed by December 2023.
March 2024: On 11 March 2024, PM Modi inaugurated a 19-km stretch of the Dwarka Expressway. It comprises a 10.2-km stretch between the Delhi-Haryana Border and Basai Rail-over-Bridge (ROB) and an 8.7-km stretch linking Basai ROB and Kherki Daula.
Dwarka Expressway: Completion Date
More than a decade has passed since 2012, when the expressway was originally slated to be completed. However, going by the current rate of progress, the date of completion does not seem too far away. In fact, with construction work in full swing, the 19-km stretch of Dwarka Expressway is finally operational.
Dwarka Expressway: Latest Update

After repeated delays in completion, the Haryana stretch of the Dwarka Expressway is finally ready to be operational. Built at an approximate cost of Rs 4,100 crore, the Haryana segment covers about 19 km and comprises two sections. It includes the 10.2-kilometre part from Delhi-Haryana Border to Basai Rail-over-Bridge and the 8.7-kilometre segment from Basai Rail-over-Bridge to Kherki Daula. Prime Minister Narendra Modi inaugurated the Dwarka Expressway in Antriksh Chowk at Sector 25 on March 11. The newly opened section is expected to decongest NH 48, which connects Delhi and Gurgaon. Per se, the travel time will be cut short by 20 minutes for more than 90,000 commuters taking this route daily.
The much-anticipated Dwarka Expressway may soon become fully operational for commuters. In his latest dialogues with the media, the Union Minister for Highways and Road Transport, Nitin Gadkari, announced that the expressway is slated to be operational by the end of December this year. Besides being India’s first access-controlled eight-lane expressway, it will also positively impact the air pollution levels in Delhi and its NCR areas once operational.
The 19 km stretch in Gurgaon is almost complete and is slated to become operational by December 2022. While there has not been any completion announcement on the remaining 10 km Delhi stretch, speculations are rife that given the progress, it may get open to public use by the mid of next year. Full stretch of the Dwarka Expressway will become operational only after that.
